Manchester United striker Roo is in Fabio Capello's squad despite a nagging ankle injury.
Montenegro have won their first two Group G games - just like the Three Lions - and Kranjcar said: "It is a sign of how our two wins raised our ratings.
"Capello is aware we have a good team and called for Rooney as he wants to leave nothing to chance."
Defender Stefan Savic warned: "It will be difficult. We face dangerous opponents but we have a great opportunity before us."
